The W3C has released a new XML Inclusions (XInclude) draft. It leaps from an element-based syntax to an attribute-based syntax, and its creators hope to move toward last call in the next draft.
The largest single change is the switch from element-based to attribute-based syntax, and the draft notes that "The WG plans to revisit this issue and encourages public input on this issue."
Other open issues, notably more questions about interaction with the XML Infoset, are flagged throughout the draft and listed in a single appendix.
