The W3C released a new draft of the XML Information Set (Infoset), revising a document that had been trapped by the namespace URI debate.
A link to the internal version of the draft suggests a bit more about its perhaps-intended status than does the current public draft:

This draft, which follows a Last Call draft, but is not a Candidate Recommendation, is not substantially changed in its content, though there are an enormous number of editorial changes and Section 5 of the old draft is now Appendix C of the new draft. The Core/Periphery distinction has been relegated to the Conformance section of the document.
