WSIO goes RAND?
from Simon St.Laurent at 16:01, 12 Apr
David Berlind raises questions about whether IBM and Microsoft plan to erect a tollbooth on Web Services; the last section notes that "the IP will be licensed on a RAND basis."

Re: Editors' Newswire for 12 April, 2002 (David Reynolds - 11:14, 15 Apr 2002)

Surely its in the interest of Microsoft, IBM etc to pursue a policy that will maximise return for the share holders.

As far as the W3C is concerned, their concern is "to lead the World Wide Web to its full potential by developing common protocols that promote its evolution and ensure its interoperability."; and, "W3C makes [its]Recommendations (and other technical reports freely available to all. ".

I'm sure that the sprit of the W3C is to promote vendor neutral, royalty free specifications and technologies, for which they need the likes of IBM and MS, but perhaps they haven't paid sufficient attention to the aggresive instincts of comercial companies.

I'm wondering how similar this issue is to that of PDF and Adobe.
