XML Infoset Becomes Proposed Recommendation

The XML Infoset specification has moved forward from Candidate to Proposed Recommendation. The new revision does not include substantial revisions.

While a formal change history does not accompany the specification, the only non-trivial changes are some clarifications relating to Synthetic Infosets. Notably the use of the Base URI property rather than xml:base attributes when resolving URIs, and the [inscope-namespace] property in preference to the [namespace attributes] property when resolving prefixes in Synthetic infosets.

The Proposed Recommendation phase will end on the 10th September
