Providing "an updated events syntax for XHTML and friends", the W3C has published a new Working Draft of XHTML Events.
This draft more explicitly separates the Basic XHTML Events Module from the XHTML Events Module. It also includes a DTD Implementation as a separate appendix.
The HTML Working Group plans for this document to move beyond mere event-handling in future versions: "Note that we expect to change the name of this document from XHTML Events to a more inclusive name at the next iteration."
